Why did WWE never sign Petey Williams and Sonjay Dutt?

I mean they have signed wrestlers in the past from TNA with less talent e.g. Shane Sewell, Chris Harris and Creed, but the never expressed interest in Williams or Dutt. I always wondered why they never jumped on the chance
